if HTML tags allowed in blog commenting section then there is no issue you can but make sure your comment should be spam free..

HTML code is allowed most of the time and you can paste URL against your keyword. obviously it is useful.

First check if people using HTML code on that blogs so you can use other wise it will be delete from Blog owner.

When it is allowed is fine. But most of the times it isn't .
Most of the times the name is the one you use as anchor and the web you insert shows as a no-follow link
