how to choose appropriate keywords and how to get them in top two two placesin first page of SERPS?

my website is going OK with page rank of 3 and inner pages of 2 and 1 but my website is not visible in first two pages in Google SERP with any of my keywords and my business is not growing for this context. So i Would like to know how to choose the keywords and how to place them and how to get them in the top?

right now am using 2 keywords in title of 60 characters with spaces 2 keyword phrases

description of 158 characters with single keyword phrase from title and 3 keyword phrases from meta keywords

5 keywords phrases of 157 characters

    First of all, You need to check the competition for the keywords so that you can estimate the time duration for the keyword writing. Next, you need to find the keyword density to analyze either it is over stuffing or need to add the keywords in content. Third, you need to have a cool numbers of backlinks to your site with the anchor tag of your targeted keywords.
