According to me, on page seo techniques includes Keyword analysis, Meta tags implementation includes title or anchor text, list of keywords to be targeted, description, header tags implementation, Robot Txt, Image optimization, Html and xml site map creation and submit to Google, Content Linking optimization etc.
You can use several activities in the on page optimization such as quality and unique content, navigation structure, Meta data information like Title tag, Description tag and keyword tag, good keyword research, Site map creation and many more all of these are very important to improve page rank.
I don't have a specific idea about the techniques to get high page ranked, but if we do the On page optimisation in a different method including high quality content and verity linking methods.....You can try these all terms mensoined by on this your thred....
As for your question- you mix up two things and the answers that people are giving here are, to my opinion, are only adding to it.
PR is one factor out of many that relate to the secret "link juice" that all the pages in your site get from outside (I.E - offpage factors). It is true that by linking internaly you can manage some of the flow of page rank but that doesn't mean that you can add to it. If you change your internal linking structure you may change the PR that each of the pages in your site get but the total remains the same. People only see PR on toolbars and assume that it represents the real page rank but it doesn't. There are many speculations about the real PR but one thing for sure - it is not on a scale of 1-10 and it is not based solely on old formulas and algorithms presented many years ago. (The PR formula)
So the real answer is: Doing onpage work would not get you more page rank. You will get some more PR basicly when others decide to link to your site and recommend it.
