  First time i came across this word.. keyword punctuation. I think symbols like =, ?, & which generate from Dynamic pages cannot be customized and also cannot be optimized for SEO. These are called as Stop keywords in URL..

  The term Keyword punctuation is define as the various punctuation characters like underscore (_), Ampersand (&), dash (-), “”, * etc… are used with your keywords. These punctuation characters have a noticeable impact on search result from searcher perspective. From the SEO perspective if your user use these punctuation then it is good for you to use these punctuation in your keyword because by this your visitors reach to your site.

  Punctuation does not affect the keyword phrase. You can try using keyword with punctuation and without any punctuation in google. The results are same.
