Google not recognising external links from my directory page

please help!
I recently added a dirctory page that sits one link off the home page of my website, and links to 20 other sites that i own.
The directory page lists the 20 other sites using keyword anchor text and a link to the external url. there is also an internal link to the home page of the site.
When i look at the internal links in webmaster tools, googlebot creates an internal link from the directory page to the home page, but not to any of the external sites home pages. This is very strange. It knows the directory page is there. It sees the internal link to the home page and follows it but not the external link.
what can i do?

    this have link farms written all over it. that is why google is ignoring the linkbacks. If the registration of your domains is public, google can link ownership of domains and recoignise link farms...
    I hope that you are not linking between these 20 websites becuase that can get you penalized.
