Is there anything wrong with using keywords that are not actually in your content? Are there rules against it?

If you are asking if the keywords you are going after have to be in your content then the answer is 100% yes. If you are looking to rank for keywords , use keywords in your meta data that are not on your page you will have a lower page seo score for that page and keyword. Rememeber the golden rule. 1 main keyword per page. You can add a secondary keyword or two but focus on only one main keyword. Hope that helps. Good luck. Joe

Well if i got your question you are asking that do keywords re[eat in your content of your site ?
Yes keyword should be repeated in your site and keyword density should be 3-4% ie keyword should be repeated in content 3-4% as compared to whole content of your site. If this is not happening in site then google considers it as irrelevant page because if targeted keywords are not in page of your site then there is no use of your page in site.

off-course need to place keywords in content, But I don't think it's need physical placement in content. I mean, if your content well describe about your keywords or services without being place in there, it's still OK.
