The better the content you author, the more link value that page will typically pass and the bigger and better your reputation becomes. If you've got a talented author for an intern, have them post some great work on your site, then go out to the wider world of blogs, news sites, content portals, etc. and ask to contribute. In 95%+ of cases, you'll get a link back and many times, you can customize it (so long as it's a natural, organic fit).
3. Regional, topical and industry-specific resource lists + directories - Many, many directories that are targeted towards "SEO link building" are low quality, devalued by the engines and almost never used by humans. However, there are tons of great resource lists that are geographically specific, industry or niche specific, etc. that list websites and pages to help folks find the best of what's out there. An intern can easily be assigned the task of searching the web for these portals and getting your site included. As with all of these, it's a lot of work per link, but if manual link building is what you need, it can work wonders.
There are hundreds more link building techniques, but many sites will get the most value by pursuing a few strategies that line up well with their industry/niche and the talents/passions of their team (or, in this case, intern).
