    Here's a basic run down...

    ON PAGE ELEMENTS:
    1. Title Tag.
    2. META Description.
    3. META Keywords.
NOTE: Ensure the above three all reflect the content of the page in question.
    4. Page Headings (H1 - H7), you don't have to use them all, just use them properly.
    5. Internal Linking (Use Good Anchor Text).
    6. Image ALT Tags.
    7. Link Title Tags.
    8. Emphasized Keywords (Bold, Italic, Colour, Font Size, Capitalization).
    9. Keyword Prominence (Keywords in the first and last 50 words on your page).
    10. Canonical URL Tag.
    OPTIONAL:
    11. Valid Markup (W3C Standards).
    12. Page Speed (Last Resort).

This is exactly what I use webslinger. I have read that page speed and bounce rate has a lot more effect on google than it used to.

On page optimization also emphasizes on the link structure of the site which help in increasing the crawl rate. One could also add both HTML and XML sitemaps which also help in faster indexing.
