  A decent SEO agency charges 100 pound and above per hour. You must choose your agency by it's reputation. Don't be tempted by low prices as this could get costly later on when your website will get banned from result. You may ask the agency to provide client contant info (with their approval) call it's client and ask them about the service.

  The cost for link building depends on a lot of factors - quality of the link,pr of the site,age of the site,traffic to the site,number of possible clicks(may be an estimate based on previous links placed with the agency on the same site),if it really fetches you good targeted traffic from the link,then its worth paying.You can just ask him the reason for the high price agency is quoting and make a note of the parameters listed,that should help you decide.

  $0 - do it yourself. Some of teh expensive sites will do a good job but it is costly! Reemmeber you get what you pay for. You don't want to spend money getting backlinks on link farms as they will not no anything for your site. If you have the time I would suggest you do the work on your own.

  Basically that depends on the tactics the SEO company uses - say if they use linkbuilding thorough article submissions then they will charge pretty much and if they use directory submission then the charge is lower. I better suggest you to use their SEO packages that have accumulation of different methodology. your better option is to make search on Google with "best SEO services" or with "best link building offers". I hope then you will have options to choose better.
