first of check that link provide do follow or not because some sites provide backlink but no follow. as we know that google give the weighted only do follow link.
You can find other websites through Google which will allow you to add links that are dofollow. Although this is not easy and takes a large amount of time. This can be done through searching within the page source and viewing links to check if they are dofollow or not follow, this is a very slow and tedious way of gaining a high page rank for your website.
The best way to have a links to your website on a websites with high page rank is either to advertise there or to speak to their editors (or webmasters depending of the website) and to discuss the opportunity an article or any form of review to be published about your website, product, service or internet based business.

Best tool for checking if a link is nofollow is right click, view source. Or in chrome, right click inspect element. If it doesn't say no follow in the code, it isn't.
