  use a tool like scrapebox to search for seo footprints and then sort by PR and discard the ones that you don't want

  I can suggest only two ways to achieve the goals --
  either create out of this world content so that they get viral or
  buy them.
  Most Social media sites offer only no-follow links (good for driving traffic and help in going viral though), blog commenting is not that good these days as most do-follow blogs have very little traffic (I prefer no-follow blog commenting just for traffic though), and Google has been discounting links generated by automated softwares for a long time now.

  It depends...I have seen good results using Bookmarking Demon. Of course, you don't have to spam too much but that kind of software can do well for your site. You just have to take your time to slowly build links. And of course you have to manually link to your site with the help of blog comments and forum posts.

  I am trying to get high PR backlinks for my site. Could you pleas suggest me, what can I do for this? And how I can get these?

  It depends on the nature of your site too. Every site needs a specific linking strategy and you have to think out of the box to become good at this.

  You can see where your competitors are getting there high page rank links, and use them for yourself using seo spyglass! I made a nice squidoo lens about it and a video showing you how to locate such links. I myself use it to find all my high PR links! There is so much helpful information that it gives you about each link such as how many outbound links there are on the page, that way you can know how much link juice your getting since its divided by all outbound links!

  True by forum posting and blog posting you can get high pr back links but be sure that all of them are do follow sites and try to use better key words.

  The higher the page rank, the better. It will place your link in higher priority and ranking on your web page compare to other pages. In your case you can try to do social bookmarking, blog commenting and forum posting, just like what you are doing right now.

  first is try downloading seoquake to see the pagerank of every site that you visit, then try doing some link exchange from higher PR sites and offer them something from your website as a reward from linking to yours. another way to gain backlinks from high PR sites is guest blogging.
