choosing the blog language

Hello,

I have an website promoting my business. The site's pages come in 2 versions: in romanian and in english. Because I target Romania, I disallowed the Google engine to crawl the english pages. Only the pages in romanian are in the Google index.
I would like to append a blog to the site, in order to get more links and improve my PR. Here comes the question: in what language should the blog be? If I choose romanian, I restrict the audience of my blog to a somewhat little and unimportant comunity. If I choose english I'm afraid the links I might get won't be taken into account by Google when calculating my PR.
So, what language should I choose? The backlinks coming from websites in english are good for my site or not?
