    Simple logic is that if you are posting 100 links to the sites which are not having good PR and that sites are giving back links to you and if your posting in only 1 site which should have good PR and it is pointing to you, in this case 1 back link is counted as quality back link and counted more powerful in counting your site's PR.

    That's true, high PR websites backlinks are effective comparatively low PR websites, but it is also important that if you want to get link juice then the backlink providing website must offer Do-Follow baclink other you will not get link juice.
