Do multiple links to same url drive SEO down?

I write on behalf of companies to build backlinks to their sites. I have been thinking the best SEO practice is to avoid allowing the same site to publish my work (with the same back-link) more than once per month. A publisher recently told me, though, that she NEVER allows the same back-link url twice on the same blog.
Turn it around and I think about my own blog. Should I link more than once--on the entire site--to the same url?

I would love to hear others' thoughts on this. Also--is it the url that is most important, or the anchor text?
