  You should always check the PR of the page (as opposed to the URL) you are posting your backlinks to. Also remember that a few high PR backlinks is more valuable than a lot of 0 PR backlinks.

  1- Publish content on your Website with highlighting keywords
  
  2- Create lenses, hubs, webs or tumbls at squidoo, lenses, hubs, Weebly, webs or tumblr. (Put Anchor Text respectively same keywords).
  
  3- Submit Articles to Top Article Directories for instance Ezine, Sooper Articles and Article Base etc (Use one link from your website and others from web 2.0) and also bookmark the same from those article directories that offer from there.
  
  4- Submit these links to Top Social Bookmarking Sites like Slashdot, Reddit, Digg and Delicious etc. (that can be done from Article Directories easily)
