Do short URLs hurt your back link?

I was wondering if I were to use short URLs like bit.ly and goo.ln will they count the same as a back link that passes PR.

I've had mixed answers, let me know.

It will be a waste of time if you are planning to use it for backlink purpose. It will pass on the benefit to short url service provider and not your website. It can be used in social networking sites or bookmarking sites if you want to bookmark your page again.
