  We can't tell exactly how many links you should post everyday. It is totally depend on market competition which your keyword/site have. We can just try to build more links than your competitor.
  And about ranking top to google search, only posting links are not sufficient. There are some other factors also such as proper website design, proper keyword analysis, competition analysis, etc. You cannot come to top place by overnight submission. For that you have to follow other factors also.

  There is no limitation for submitting link on different site. But you should remember your submitted link link should be verified on owner on that site. Otherwise that link is invalid for ranking.

  In that Offpage strategies forum posting and blog commenting are better way for quality link building. Also both are better for relevant traffic.
