Small Businesses in Weird Markets

I am an owner of an appliance repair service. I do my best to try and stay knowledgeable about SEO, but sometimes I just can't find time to put that much work into something. I have gone with the seo company route, and have been burnt twice with "blackhat seo" companies. So I have thought to give this seo thing another go.

My question is how can small local businesses in weird markets such as appliance repair get backlinks? I hear that reciprocal linking is outdated and a waste of time, I have submitted to many directories and have written for article directories, but the one thing that has me stumped is simply: how do the good seo companies do it?
I have given a lot of thought to forums and blogs, but there really isn't much out there for appliance repair. Or am I missing a bigger picture?
