why number of back-links decrease with time?

  It could be a case of those pages not existing anymore. On one of my sites, I used to have around 1000 backlinks. Now I have about 300. So, unfortunately, you have to keep chipping away at it :)

  This is because some website close or the page does not work or the link is removed, this is very commonly seen where the link is posted for free

  What above said is true.
  
  Also, Google will de-value/de-index backlinks over time that have the same content/parameters and only give you the weight for the highest quality/PR backlink for that content. You'll see this happen slowly overtime and its a pain in the arse sometimes haha.

  Google removes old links from back link count. Don't worry about that. Keep building links from quality sites.

  Well it really happens, especially if you created links from less quality sites.., It can be because of some reasons like: your links were deleted or removed, the site where your link is were deleted or domain expired...

  Its not a hard and fast rule that your backlinks start vanishing out after sometime. There are cases when certain dofollow links becomes nofollow (after webmaster add nofollow attribute later), this results in killing of backlinks and no follow backlinks do not get counted.
  
  Also, there are chances that your tool is showing buggy results this time.

  There are many reason for decreasing backlinks..
  
  1) Your link has been removed
  
  2) Page has been removed or deleted.
  
  3) Search found spammy link.

  due to expiration date of some links, always makes a reason of backlinking decreasing.
  For example- if you make a link with directory site, then its have some valid time to make live. after that - its will be deleted.
