Scraped content I USED to have and manual submission...

Hi,
I used to have scraped material on my blog.
I did this unaware that is is terribly wrong!
I used to be on the 1st page of certain general key search term, but of course, Google have removed me from the pages now.
I have removed all of the scrapped info after realizing that having scrapped content is terrible wrong.
I now want to resubmit my website manually to Google. Question is, will the scrapped content I used to have make the human verifiers at Google penalize me further?
