Hi,
Recently our site was hit by penguin update and lost rankings.we found that lot of external Spam links to our site.We sent request mails to remove our site links from their site..some response only we got..but most of them are not willing to remove links. we are regularly sending the followup mails. Yet we got no replies!
what is the next step we have to follow in this Spam link cases?

Contact Google through a mail and inform them to remove all the links that you think are spammy.
A spam link is a link that is from a low quality site or from a site having low quality content or it can also be that the main intention of a person taking that link was to earn a backlink without bothering about sites content of topic of discussion. These links add negative points to the sites rating and thus, chances of penalization increases
