  The fact that it is number 1 means that Google likes it. If I found a website that was number 1 for the keywords I wanted, I would certainly purchase it. There is also no need to be aggressive after you buy it (in terms of link building or adding content). You should just add content and links slowly, that's the best way to maintain and improve rankings.

  If the 800+ is of high quality, PR and relevant links, yes, it can outperform #2 and #3 for certain time period. How long will it stay in the same position? It depends on the SEO and link building factors. Don't ever stop link building otherwise your competitors will outperform. If you think the keyword can bring lot of conversions for your business you can go ahead and buy the site.

  Domain Authority is not the only factor for keyword ranking. just try to get links from Good sites which will help you to improve domain autority.

  its good that you did this background check. It just tells you that this isn't a site you can buy and then leave it alone... cause most likely it will drop if you don't keep building links and publish content to it.

  It depends on a lot of factors. First, look at the keywords competition if it's tight or not. The keyword may be in a not-so-competitive niche too. That's why it boosted up to number 1. Check out it's backlinks, maybe they already got an authoritative site to link to them. Make sure that the link builders only submit quality ones.
