Serious Cause of Business Site

I register a site for me as gadget site,
after 1 month I copy a template from a top site and modify it and upload to my ftp as my site.
Now Google detected penalty on my site and reject or deleted my site from Google indexing / SE.
Now I change my mind , delete all data with site, and rebuild my site with content, modify all webmasters and analytics accounts, also report to Google for reconsideration on my site.
But I could not find any reply and in this time my site is not in Google please help me,
I dont understand what is doing on?
