My client has 3 reviews on his Google Maps Reviews section. He wants me to put them on his website. They are each about 140 words each.

Will I run into a Duplicate Content issue here?

I started a Testimonials page on his website with a link to his Google Reviews. Is that a happy medium, what's best?

You don't need to be worried, it's not duplicate content if those are only the google maps reviews. you can put them in your site , give a link to the reviews in the website page also. You can find great plugins (depends on the cms) that do it for you automaticlly and with great features. If i can help mmore, let me know.
