Go to the webmaster tool, log in there then submit the sitemap.

Just log in to Bing webmaster tools & click the website that you want to add sitemap, then at the top there will be a navigation menu as Crawl, click it.. In it there will be a button called Sitemaps (XML, Atom, RSS), click it & submit your xml sitemap.
