  I thought that the algo of Bing was based on the content of the site as compared to the Off Page links coming to the site. That is why the ranking of sites is different than that of Google when compared to Bing.

  @john - I don't think that is true. Their results are different in Bing as Google has a very detailed and dynamic algorithm in ranking web pages.

  Bing is an evolution in the search engine space. SEO is fundamentally about creating websites that are good for people. The most basic advice we can give for achieving optimum rank for your site in Bing is to do the following:
  - Develop great, original content (including well-implemented keywords) directed toward your intended audience.
  - Use well-architected code in your webpages (including images and Sitemaps) so that users’ web browsers
  and search engine crawlers can read the content you want indexed)
  - Earn several, high-quality, authoritative inbound links.
  - Heavy Flash sites rank better with Bing than Google. A good strategy for a site with a lot of Flash is to
  emphasize SEO for Bing and continue your Google efforts.
  - Bing favors news source sites over blogs especially for breaking news, although major blogs are recognized by
  Bing as major news sources.
  - Keep fresh relevant content on your site and update it regularly.

  i have done a on-page optimization for 1 of my client and it ranks higher on bing as compare to google. although i havent started off-page optimization for a site.
  
  Google does not omit on-page optimization. It ranks on various factors.

  There may a number of factors to why your client's site is ranking better in bing than in Google. Maybe the site hasn't been indexed recently by Google. Maybe the on-page optimization you have carried out is in respect to Bing and might be missing out a few things required by Google.
